Public Sector Frameworks for EV Charging

Posted 14/10/2025

Blink Charging is a pre-approved supplier on leading UK public sector procurement frameworks. This allows councils, NHS Trusts, and other public organisations to procure EV charging solutions quickly, compliantly, and cost-effectively, without the delays of a full tender.

Frameworks Blink Charging Is On

Crown Commercial Service (CCS): RM6213 Vehicle Charging Infrastructure Solutions

The CCS framework covers the full range of EV charging services, from consultancy and design through to hardware supply, installation, and long-term maintenance.

  • Eligible buyers: Local Authorities, NHS Trusts, central government, and wider public sector.

  • Procurement routes: Direct Award or Mini-Competition.

  • Blink has delivered major projects through CCS, including 41 chargers and 21 contactless terminals at an NHS hospital site.

ESPO: Vehicle Charging Infrastructure Framework

ESPO provides compliant access to trusted EV charging suppliers for councils, schools, and blue-light services.

  • Covers: chargers, installation, back-office systems, and service packages.

  • Benefits: transparent pricing and flexible call-off options.

Central/Southern Regional EV Charging Framework (Hampshire County Council)

This regional framework supports public bodies in the South of England to procure EV charging solutions, from feasibility studies through to installation and long-term management. It also provides support to identify and secure funding.

  • Eligible buyers: Local authorities, trusts, and public bodies across the South of England.

  • Procurement routes: Call-offs via the Hampshire CC framework.

  • Blink’s role: Active delivery partner with live sites across Hampshire, such as Staunton Country Park and Manor Farm.

West Yorkshire Electric Vehicle Infrastructure Framework (WYCA)

This five-year framework enables West Yorkshire Combined Authority and partner councils to procure EV charging infrastructure, including projects funded by CRSTS and the LEVI programme.

  • Eligible buyers: WYCA and its partner councils.

  • Procurement routes: Direct Award or Further Competition.

  • Blink’s status: Appointed supplier on the framework.

Council-led procurement routes (illustrative projects)

Some authorities establish their own frameworks or contracts for EV charging. For example:

These are council-specific routes rather than national frameworks but demonstrate Blink’s active role in delivering for local authorities.

How Buyers Can Use Frameworks

  1. Check eligibility: confirm your organisation can access ESPO, the Central/Southern Regional, or the WYCA framework.

  2. Select the most relevant framework for your project scope and location.

  3. Procure Blink Charging via Direct Award or run a Further Competition where applicable.

  4. Engage Blink’s Frameworks Team: we’ll scope your project, align funding (e.g. LEVI Funding), and manage delivery through to go-live.

Why Procure via Frameworks?

  • Fully compliant with UK Public Contracts Regulations.

  • Significantly faster than open tenders.

  • Access to pre-approved, quality-checked suppliers.

  • Flexible enough to cover pilots, single sites, or regional rollouts.

Funding Alignment: LEVI (Local EV Infrastructure)

The LEVI programme is a central government fund that helps local authorities expand public charging. Blink partners with authorities to secure LEVI support, prepare applications, and deliver infrastructure once funding is awarded.
