Watford Borough Council implement on-street residential charging scheme (ORCS)

All content on this case study was created prior to the acquisition of EB Charging by Blink Charging.

The Vision

Watford Borough Council engaged EB Charging to support their On-street Residential Charging Scheme (ORCS) application, following the successful installation of an EB rapid charger more than 4 years ago. EB was chosen for this project due to their experience of working with a range of local authorities to secure funding for and implement ORCS projects. These projects alleviate one of the largest obstacles to electric vehicle (EV) uptake - the perceived lack of sufficient charging infrastructure for those with no off-street parking at home.

The Solution

EB supported Watford’s funding bid with a feasibility study that looked at the DNO connections to ensure sufficient power was available for each site and consulted with local constituents to ascertain both the current and future demand for sites. EB’s feasibility report provided the foundations for Watford Borough Council, allowing them to strategically choose sites based on the funding requirements, resulting in 10 additional on-street fast chargers and 15 lamppost charge points. These are to be implemented over the course of the contract.

EB installed Alfen Twin fast chargers, delivering 7kW of power on each of two sockets, in a variety of public car parks and residential streets, and City EV lamppost chargers. EB took responsibility for managing all the devices via their integrated back office and payment systems (EB Go! App or RFID card). Watford Borough Council chose to partner with EB for an Innovate UK project which piloted the inclusion of NetX - a network extender that increases the number of charge points available for residents.

The Results

Following the success of the initial ORCS project, Watford Borough Council is planning its next project with EB Charging to continue the growth of its EV Infrastructure and install an additional 200 - 300 chargers.

“ We have been very impressed with the level of detail EB presented at the start of the project covering all areas from Gantt charts, timelines for all subcontractors, DNO engagement, marketing, branding through to completion dates. EB’s ability to work quickly and calmly has given the council, and my confidence throughout the project, we are so pleased with the ongoing service we have received from EB Charging.”
